NTUC Privacy & Personal Data Protection Policy
1. Introduction

1.1.The National Trades Union Congress (“NTUC”, “we”, “our” or “us”) respects your privacy and is committed to protecting your personal data in accordance with the Singapore Personal Data Protection Act 2012 (“PDPA”).

1.2.This Privacy & Personal Data Protection Policy (“Policy”) explains how NTUC, our affiliated unions and associations and Ong Teng Cheong Labour Leadership Institute (OTCi), may collect, use, disclose, retain and otherwise process your personal data when you interact with NTUC, our affiliated unions, associations, social enterprises, related entities, digital platforms, websites, mobile applications, events, programmes and services (“NTUC Services”).

1.3.This Policy should be read together with any applicable:

  1. terms and conditions;
  2. membership terms;
  3. campaign or event terms;
  4. digital service terms; and/or
  5. other notices or consent clauses that may apply to the specific NTUC Services you are using or participating in, including NTUC’s Terms and Conditions for the use of NTUC Digital Services available at: https://www.ntuc.org.sg/uportal/terms-and-conditions

1.4.In the event of any inconsistency between this Policy and any specific terms and conditions governing a particular NTUC Service, the specific terms and conditions shall prevail to the extent of the inconsistency, unless otherwise stated.

1.5.By interacting with NTUC, submitting information to us, signing up for membership, attending events, using NTUC Services, or otherwise providing your personal data to us, you acknowledge that you have read and understood this Policy and that the personal data provided is current, complete and accurate.

1.6.This Policy supplements but does not supersede or replace any other consents, notices, agreements or terms you may have previously provided to NTUC in respect of your personal data.

1.7.NTUC is committed to ensuring that your personal data is handled appropriately and protected with reasonable security arrangements. NTUC may update or amend this Policy from time to time due to changes in operational practices, technology, legal or regulatory requirements. We encourage you to review this Policy periodically for updates.

2. What Personal Data We Collect

2.1.“Personal data” generally refers to data about an individual who can be identified from that data, or from that data together with other information to which we may have access.

2.2.Depending on the nature of your interaction with NTUC, the personal data we may collect includes:

  1. Name
  2. NRIC / FIN / Passport number (where necessary and permitted)
  3. Membership information
  4. Date of birth
  5. Gender
  6. Nationality
  7. Residential and mailing address
  8. Telephone/mobile number
  9. Email address
  10. Employment and workplace information
  11. Educational or training information
  12. Payment and billing information
  13. Emergency contact or next-of-kin information
  14. Photographs, audio and video recordings
  15. Digital identifiers and online usage information
  16. Feedback, enquiries and correspondence
  17. Information submitted through forms, surveys, events or competitions

2.3.Where required by law or where necessary for operational, security or identity verification purposes, NTUC may collect NRIC/FIN or other national identification numbers in accordance with applicable Personal Data Protection Commission of Singapore (“PDPC”) advisory guidelines.

2.4.NTUC generally seeks to collect personal data that is reasonably necessary for the relevant business, operational, legal or administrative purposes.

2.5.Where personal data relating to minors is collected, NTUC may require consent from parents, guardians or authorised representatives where appropriate or required by law.

3. How We Collect Personal Data

3.1.NTUC may collect personal data through various channels, including when you:

  1. apply for or renew membership;
  2. participate in NTUC programmes, events or campaigns;
  3. contact NTUC for enquiries or assistance;
  4. submit forms, applications or surveys;
  5. use NTUC websites, portals or mobile applications;
  6. interact with NTUC through social media;
  7. register for training, competitions or activities;
  8. make payments or claims;
  9. participate in workplace grievance or industrial relations matters;
  10. communicate with NTUC officers or representatives;
  11. subscribe to mailing lists or newsletters; or
  12. otherwise provide information to NTUC voluntarily.

3.2.We may also collect personal data from third parties where permitted by law, including:

  1. affiliated unions and associations;
  2. related entities;
  3. employers;
  4. service providers;
  5. business partners;
  6. event organisers; and
  7. publicly available sources.
4. Purposes for Collection, Use and Disclosure

4.1.NTUC may collect, use, disclose and process your personal data for purposes including:

A. Membership and Union Administration

  1. processing membership applications and renewals;
  2. verifying membership eligibility and status;
  3. administering membership benefits and privileges;
  4. managing subscriptions and payments;
  5. member servicing and support.

B. Events, Programmes and Training

  1. event registration and administration;
  2. training and workshop administration;
  3. venue access and visitor management;
  4. competitions and promotional activities;
  5. health and safety management.

C. Industrial Relations and Workplace Support

  1. handling workplace grievances and disputes;
  2. providing workplace assistance and advisory support;
  3. case management and investigations.

D. Communications and Engagement

  1. responding to enquiries and feedback;
  2. conducting member engagement activities;
  3. sending administrative, operational or service communications;
  4. obtaining feedback and survey responses.

E. Marketing and Promotional Activities

Subject to applicable laws and your communication preferences, NTUC may from time to time, contact you via mail, electronic mail, telephone (call or SMS-Text), apps, social media platforms, to send you information relating to:

  1. membership benefits;
  2. programmes and events;
  3. campaigns and promotions;
  4. partner offers; and
  5. NTUC-related products and services.

NTUC will respect your communication preferences and withdrawal requests in accordance with applicable laws. Withdrawal from marketing communications will not affect NTUC’s ability to send administrative, operational or membership-related service communications where reasonably necessary.

F. Security, Compliance and Operational Purposes

  1. identity verification;
  2. fraud prevention and detection;
  3. security and access control;
  4. audit, risk management and investigations;
  5. compliance with legal and regulatory obligations.

G. Digital Services and Analytics

  1. website and application administration;
  2. improving user experience;
  3. data analytics and service improvement;
  4. system troubleshooting and cybersecurity.

NTUC may also use aggregated or analytics-based insights to improve user experience, engagement strategies, service delivery and operational effectiveness.

5. Disclosure of Personal Data

5.1.NTUC may disclose your personal data in connection with jointly organised programmes, collaborative initiatives, membership-related activities, event administration, training programmes, or ecosystem-wide engagement activities conducted within the NTUC network, including but not limited to:

  1. affiliated unions and associations;
  2. related entities within the NTUC ecosystem, including social enterprises;
  3. authorised service providers and vendors;
  4. event organisers and training providers;
  5. insurers and payment processors;
  6. professional advisers and auditors;
  7. government agencies, regulators and law enforcement authorities;
  8. business and collaboration partners; and
  9. other parties where disclosure is required or permitted by law.

5.2.Where third-party vendors or service providers process personal data on our behalf, NTUC will take reasonable steps to ensure that appropriate data protection obligations are implemented.

5.3.NTUC will not sell, distribute or lease your personal information to third parties (i.e. parties not related to NTUC) unless we have your permission or are required by law to do so. NTUC may use your personal data to contact you regarding NTUC membership benefits and privileges.

6. Cross-Border Transfers

6.1.NTUC may transfer personal data outside Singapore where necessary for operational, administrative, technological or event-related purposes.

6.2.Where personal data is transferred overseas, NTUC will take reasonable steps to ensure that the transferred personal data receives a standard of protection comparable to that under the PDPA.

7. Cookies, Digital Technologies and Third Party Sites

7.1.A cookie is a small file which may be saved on your mobile or other internet-compatible devices, for example smartphones and tablets. Our use of cookies is to make your experience better by improving user interaction and will help recognise you when you use NTUC websites, portals and applications.

7.2.NTUC websites, portals and applications may use cookies and similar technologies to:

  1. improve functionality and user experience;
  2. remember user preferences;
  3. analyse website traffic and usage;
  4. support security and system administration; and
  5. support communications and marketing activities.

7.3.These technologies may collect information such as:

  1. IP addresses;
  2. Browser/device information;
  3. Pages visited;
  4. Usage patterns; and
  5. Referral information.

7.4.Cookies and similar technologies generally do not provide NTUC with unrestricted access to your devices. These technologies are used primarily to support functionality, analytics, security, personalisation and user experience improvements.

7.5.You may manage cookie settings through your browser settings. Most web browsers automatically accept cookies, but you can usually modify your browser setting to decline cookies if you prefer, although certain website functionalities may be affected.

7.6.NTUC Digital Services may contain links to external sites operated by third parties, whose data protection and privacy practices differ from ours. NTUC is not responsible for the content and privacy practices of these external sites and encourages you to learn about the privacy policies of such third party website(s) by checking the policy of each site you visit and contacting its owner or operator if you have any concerns or questions.

8. Protection of Personal Data

8.1.NTUC takes reasonable administrative, physical and technical measures to protect personal data against unauthorised access, collection, use, disclosure, copying, modification, disposal or similar risks.

8.2.Such measures may include:

  1. access controls;
  2. encryption;
  3. authentication controls;
  4. secure disposal processes;
  5. staff training;
  6. contractual safeguards; and
  7. cybersecurity measures.

8.3.While NTUC takes reasonable steps to protect personal data, no method of electronic transmission or storage is completely secure, and absolute security cannot be guaranteed.

8.4.In the event of a personal data breach, NTUC will take reasonable steps to contain, assess and manage the incident in accordance with applicable laws, regulatory requirements and NTUC’s internal incident management processes. Where required under the PDPA, NTUC may notify affected individuals and/or the PDPC.

9. Retention of Personal Data

9.1.NTUC will retain personal data only for as long as reasonably necessary to fulfil:

  1. the purposes for which the data was collected;
  2. legal or regulatory requirements;
  3. operational and business purposes;
  4. dispute resolution and audit requirements; or
  5. investigations, legal proceedings or regulatory requirements.

9.2.When personal data is no longer required, NTUC will take reasonable steps to securely destroy, anonymise or dispose of the data.

10. Photography and Videography

10.1.NTUC events, programmes and activities may involve photography, audio recording and videography for:

  1. news reporting;
  2. publicity and marketing;
  3. event documentation; and
  4. organisational communications.

10.2.Such photographs and recordings may be published in:

  1. Print materials;
  2. Websites;
  3. Social media;
  4. Online platforms; and
  5. Other communication channels.

10.3.Individuals who do not wish to be photographed or recorded should inform NTUC before or during the relevant event where reasonably practicable or by contacting us using the details in Section 13 below.

11. Access and Correction Rights

11.1.Subject to applicable laws, you may:

  1. request access to your personal data;
  2. request correction of inaccurate personal data; or
  3. make enquiries or complaints regarding NTUC’s handling of personal data.

11.2.NTUC may require reasonable verification of identity before processing such requests.

11.3.Access requests may be subject to applicable administrative charges where permitted under the PDPA.

11.4.You may request to make correction / update to your personal data records via E-Services: Update Particulars, or chat with NTUC Membership Services at ntuc.co/chat.

11.5.Upon receiving your request, NTUC will process your access and/or correction request within thirty (30) business days. If we are unable to do so within thirty (30) business days after receiving your request, we will inform you in writing of the time by which we will be able to respond to your request. If we are unable to process your request, we will inform you of the reasons why we are unable to do so (except where we are not required to do so under the PDPA).

12. Withdrawal of Consent

12.1.You may withdraw your consent for NTUC’s collection, use or disclosure of your personal data or unsubscribe from marketing communications by contacting us using the details in Section 13 below.

12.2.Upon receiving your request, NTUC will process your withdrawal request within thirty (30) business days. If we are unable to do so within thirty (30) business days after receiving your request, we will inform you in writing of the time by which we will be able to respond to your request. If we are unable to process your request, we will inform you of the reasons why we are unable to do so (except where we are not required to do so under the PDPA).

12.3.Please note that withdrawing consent may affect NTUC’s ability to continue providing certain services, benefits or membership-related activities. Such a withdrawal may therefore result in the termination of any membership that you may have with NTUC.

14. Updates to this Policy

14.1.NTUC may update or amend this Policy from time to time to ensure that it remains consistent with:

  1. operational practices;
  2. technological developments;
  3. legal and regulatory requirements; and
  4. PDPC guidance.

The latest version of this Policy will be published on NTUC’s website.
